Personally, I like both rifles - both will serve you well. I have a Tikka T3 stainless in .243, and love the accuracy of the rifle. There are pluses and minuses to both. The integral Tikka rail is more failure proof, but it limits you to a couple of mounts. The pic rail can be reliable, but you need to epoxy it in place.
