Unbolt it, pull it out (the float is the size of the opening, and you have to turn it on it's side to get it out). Look at the reostat on the sending unit. Mine on my 06 was all corroded. At idle the engine is using a small amount of fuel. If the filter can pass enough fuel for the engine to run at higher rpm, it will certainly pass enough for operation at idle.
