The jail has housed as many as 500 inmates at one time despite the fact that it was only built to house 291. The county spent about $800,000 last year to house some inmates at Charleston County’s Al Cannon Detention Center. He is presently the Operations Major at the Hill-Finklea Detention Center under Sheriff Duane Lewis. After graduating from Macedonia High School, Major Phyall continued his educational endeavors by attending Claflin University, a historically black college, Orangeburg, S.C., obtaining his Bachelor of Science in Education Degree, 1984. .
